| Background: |
|
In September 2007, the Mayor and Council adopted the Rental Accountability Ordinance in an effort to provide Code Enforcement and the Police Department the means to address issues associated with residential rental property. Although this ordinance does provide limited tools including rental registration, slum designation, and criminal nuisance components, generally the ordinance only allows for a reactive response. The proposed amendment to Article III of the Rental Accountability Ordinance would mandate critical contact information be provided as part of the business license application to better ensure the Police Department and Code Enforcement are able to contact responsible parties affiliated with a particular rental property. Furthermore, the ordinance would provide for inspections of residential rental property every three years to ensure each rental unit meets Crime-Free and Residential Rental Property Occupancy requirements. Additionally, the ordinance would provide a definition of a nuisance residential rental property and provide administrative provisions to suspend or revoke business licenses associated with the renting of residential rental property.

| Financial Impact Statement: |
|
All code enforcement activity related to the preservation of the health, safety and welfare for the city of Surprise has an economic and fiscal impact on the city. The operating costs for this program have already been approved by the Mayor and Council in the FY2010 Community Development budget.
