| I move to approve Resolution# 09-158 to accept the GOHS Click It or Ticket - Next Generation Demonstration Grant (CIOT) allowing the City of Surprise Police Department to participate in the demonstration project for Maricopa County and the associated budget transfer. |

The Governor's Office of Highway Safety's purpose for the project is to implement a demonstration project in Maricopa and Pima Counties to test the effects of conducting multiple, interim Click It or Ticket Next Generation mobilization periods. The goal is to sustain and increase the seat belt usage rates in Maricopa and Pima Counties. The overtime identified in this contact is to be used for enforcement conducted in Maricopa County only. Enforcement dates are 9-26-09 to 10-02-09, 02-27-10 to 03-05-10 and 09-25-10 to 10-01-10 with a reimbursement up to $4,000 per enforcement wave.

This item has not been approved by the Mayor and Council in the FY2010 budget. Due to circumstances outlined in the attached budget transfer memo, $12,000 will be required to be transferred from unforeseen revenue 21112-191-112-38992-20001. Upon approval of this item it is anticipated that all funds will be expended and the project completed by October 31, 2010. The Surprise Police Department will absorb expenditures in excess of $12,000.
