Consideration and action on Resolution No. 09-156; a resolution authorizing the City Manager to sign an intergovernmental agreement between the Surprise Police Department and the Maricopa County Sheriff's Department, to join their narcotics enforcement team.
Motion:
I move to approve Resolution No. 09-156.
Background:
The Surprise Police Department  does not currently have a dedicated narcotics investigation unit. The current practice when information is received or developed regarding illicit drug sales or usage is to pull investigators from either the Crimes Against Persons Unit or the Property Crimes Unit to follow up on the information. The Maricopa County Sheriff’s Office operates the Maricopa County Neighborhood Narcotics Enforcement Team (MCNNET), which is grant funded through the Arizona Criminal Justice Commission.  The Sheriff’s Office has invited the Surprise Police Department to participate in MCNNET. Enforcement activities will be dedicated to the west valley cities and County jurisdictions. The Maricopa County Sheriff’s Office will provide (1) Lieutenant to act as Team Commander, (1) Sergeant to act as Team Supervisor, (4) Investigators, and (1) vehicle to be used by the participating City of Surprise Investigator. The Sheriff’s Office will act as the Pass-through agency for grant funds that provide for salary and fringe benefits to the City of Surprise not to exceed $90,756 for the entire grant period which runs from July1, 2009 through June 30, 2010. The City of Surprise is responsible for providing one (1) investigator.  The investigator assigned to this position is a current and approved FTE.
Financial Impact Statement:

This item has been approved by the Mayor and Council as a part of the FY2010 budget.  One (1) investigator will be assigned to the Enforcement Team from July 1, 2009 through June 30, 2010.  Salary will be reimbursed through Enforcement Team grant funds.
