Consideration and action on the grant award and associated budget transfer for FY 2010, from the Arizona Department of Homeland Security to purchase a Chemical, Biological, Radiological, Nuclear, and Explosive (CBRNE) Response Vehicle funded under the Urban Area Security Initiative in the amount of $500,000.
Motion:
I move to approve the grant award from the Arizona Department of Homeland Security, Urban Area Security Initiative in the amount of $500,000 to purchase the CBRNE Response Vehicle and associated budget transfer.
Background:
The Arizona Department of Homeland Security, Urban Area Security Initiative has awarded grant funding (Agreement Number 555820-01) to Surprise Fire Department for a CBRNE Response Vehicle as part of the Phoenix Urban Area Security Initiative Statewide Response Plan. The Surprise Fire Department has been working towards many of the goals since first developing a CBRNE Hazmat Team in 2002. The UASI Program directly supports the National Preparedness Goal and the Regional Collaboration National Priority for developing an integrated regional system for prevention, protection, response, and recovery in our Nation’s at-risk urban areas; the Phoenix metro area being recognized as one of those regions. The UASI Program provides financial assistance to address the unique multi-disciplinary planning, operations, equipment, training, and exercise needs of high-threat, high-density urban areas, and recover from threats of acts of terrorism.   The purchase of the CBRNE Response Vehicle will support and augment the Phoenix Urban Area Security Initiative (UASI) Strategy, Statewide Response Plan, 2006 Enhancement Plan, and National Response Plan. The equipment, training, and enhancements from this Investment for the Phoenix UASI Region will support a local, regional and statewide response.   
Financial Impact Statement:
This item has not been approved by the Mayor and Council in the FY2010 budge. Due to circumstances outlined in the attached budget transfer memo, $500,000 will be required to be transferred from 21112-191-112-38992-20001 (unforeseen grants). Upon approval of this item it is anticipated that all funds will be expended and the project completed by September 30, 2010. Any associated operating costs of this item have been included in the current year base budget or have been planned for the following fiscal year.  No match is required by the City of Surprise.
