| Background: |
A new “Welcome To Surprise” sign is under construction along East Bell Road adjacent to Friendship Bridge. When plans were approved last fall for the construction of this new sign, homeowners in Coyote Lakes and commercial property owners expressed concern that the new sign was being placed too far away from the actually city limits. The existing entry monument sign in front of the Bell Mar shopping center is quite small and was actually constructed across the sidewalk. As part of the Friendship Bridge lighting, landscaping, and signage project this sign was to be removed and the sidewalk replaced. After hearing the concerns expressed by Coyote Lakes’ homeowners and commercial property owners, we agreed to explore options to install a small replacement sign in the same vicinity of the existing city limits sign if this new sign could be constructed within the existing approved budget for the Friendship Bridge project.
The Friendship Bridge lighting, landscaping, and signage improvements are on time and slightly under budget. The proposed monument sign in front of the Bell Mar Shopping Center would be paid by using existing previously approved funds. Since the new sign was not part of the original scope of work, staff thought that it was important to receive the Mayor and Council’s endorsement of the new sign prior to execution of an administrative change order. The budget for the new sign, including the lighting and landscaping is $30,000. If the new sign is not endorsed by the Mayor and City Council, then any funds remaining from the Friendship Bridge project would be transferred into the General Fund.

| Financial Impact Statement: |
This item has been approved by the Mayor and Council in the FY2010 budget in the amount of $1,407,500. The budget for this item is located in project number 20901. Upon approval of this item it is anticipated that all funds associated with this council action will be expended by June 30,2010, leaving a total project balance of $24,468.37. Any associated operating costs of this item have been included in the current year base budget or have been planned for the following fiscal year. The funding source for this project is the General Capital Fund.
